Portsdown proposed a Smart Working culture to give a high occupancy rate for the building. This meant that through desk and seat sharing it allowed HCC the opportunity to accommodate 800 staff in 600 seats. Footprint reduction was approximately 25% less thanks to the implementation of Smart Working.

It provides the upper tier of local government, below which are district councils, and town and parish councils. The county council has 78 elected councillors, and is based in the county town of Winchester.
